With over 26 years in government, including a role as Time and Labor Administrator for the City of Mesa, AZ, I specialize in HR, Payroll, Workforce Management, Labor Relations, and Data Analytics. I’m passionate about using data-driven strategies to bridge HR, payroll, and workforce insights, helping public sector agencies improve outcomes for both their employees and the citizens they serve. Outside of work, I’m an enthusiastic dog lover.
Brian Fischer is a DrainageDB Lead at Houston Engineering, Inc. (HEI), where he leads development of GIS-based software solutions for water resources and public drainage systems. With more than two decades at HEI, he helps clients modernize data management and improve decision-making through innovative, practical technology.
I love teaching, and I have designed and delivered over 100 webinars, self-paced courses, keynote addresses, and workshops. My approach is to make learning practical, relevant, and interesting, building learners’ confidence alongside their skills. I maintain a broad knowledge of nonprofit technology products, services, and practices as well as organizational development and leadership principles. My career path has included 28 years in management and senior leadership, including as the executive director of a national nonprofit organization. Today, my consulting work happens at the intersection of technology strategy, leadership, and culture for mission-based organizations. I serve on the grant review board for the Shavlik Family Foundation and the board of directors for the Minneapolis Southwest High School Performing Arts. I earned my MBA in Nonprofit Management from the University of St. Thomas.
Hon. Jennifer Henderson is serving her third term as Schleicher County Treasurer. A native of Mississippi, she relocated to Texas in 2003 and began her career in county government as a Deputy Tax Assessor-Collector. She currently serves as Past President of the County Treasurers' Association of Texas and Vice Chair of the Texas Association of Counties (TAC) County Information Resources Board. At the national level, Jennifer is actively involved with the National Association of Counties (NACo), serving on the Rural Action Caucus, the Healthy County Innovation Council, the County Technology Advisory Council, and the Finance, Pensions, and Intergovernmental Affairs Steering Committee. Jennifer's leadership and commitment to public service have been widely recognized. She is a recipient of the Iris Stagner Award, presented annually by the TAC Health and Employee Benefits Pool to honor outstanding leadership in advancing employee health and wellness through the Healthy County program. In 2019, she was named Texas Outstanding County Treasurer of the Year. Most recently, she was accepted into the 2026-2027 Spring Certified Government Chief Information Officer (CGCIO) cohort through Rutgers University and the Public Technology Institute. In addition to her role as County Treasurer, Jennifer serves as the Interim County Auditor for Coke County, Texas, and as the Chief Information Officer for Schleicher County. She is most proud of her two children, Beau and Ella, and of her work with the Eldorado Service Center, where she helps provide critical social services to the most vulnerable members of her community.
I am the Information Technology Director for Dodge County, Minnesota, with 19 years of experience in county IT and a strong commitment to advancing public-sector technology services. As the Chair of the Information Services Support Group (ISSG), I help guide strategic technology initiatives, strengthen cybersecurity practices, and promote collaboration across statewide agencies. Throughout my career, I’ve led teams through modernization efforts, improved service delivery, and championed solutions that make government technology more efficient and resilient. Outside of work, I enjoy spending time with family and friends, exploring new technology, and traveling the country by car and motorcycle to experience the landscapes, history, and hidden gems the United States has to offer.

My background spans public-sector operations and technology-driven initiatives, giving me a well-rounded perspective on both business needs and system solutions. Throughout my career, I’ve specialized in translating complex requirements into clear, actionable insights that support effective decision-making. I work closely with stakeholders, technical teams, and leadership to clarify objectives, improve processes, and ensure solutions align with organizational goals.
Erin Hultgren will present on TriMin's new hosting offering for IFS software. TriMin's solution helps counties modernize their systems while maintaining security, reliability, and trust. Erin is the Director of Government Solutions at TriMin Systems, Inc., where she provides strategic leadership across the company’s Government Land and IFS divisions. In her current role, Erin oversees the land division support team and the IFS team, working closely with MnCCC. With more than 20 years of experience at TriMin, Erin has played a central role in shaping the company’s product strategy, organizational structure, and technical direction. Prior to her current position, she served as Government Division Product Manager for over a decade, leading major corporate reorganization efforts, guiding software development and testing strategies, managing product releases, supporting sales initiatives, and presenting regularly at user conferences. Earlier in her career, Erin worked as a Project Manager, leading large-scale implementations, software upgrades, and support process design, including the introduction of formal project lifecycle and ticketing methodologies. She also brings deep industry expertise from her consulting work with the Minnesota Electronic Real Estate Recording Task Force, where she authored implementation standards and supported statewide pilot programs. Erin’s background spans product management, project delivery, regulatory collaboration, and customer engagement, giving her a well-rounded and practical perspective on the evolving needs of government agencies.
Scott Kyser is a managing partner at SkyNorth Software, a Microsoft Partner specializing in Microsoft 365, Azure and Microsoft Copilot enablement. SkyNorth supports enterprises, state and local governments, and school districts modernize operations and safely adopt AI-powered workloads.
Brian Larson is a co-owner and data analytics consultant at Superior Consulting Services (SCS) based in Burnsville, MN. Brian has over 35 years of experience as a consultant creating database and data analytics solutions. Brian began his career at SCS as a consultant to the Minneapolis Park and Recreation Board in 1997 and has architected and implemented data analytics and reporting solutions for numerous local and state government entities since that time. Brian’s passion for knowledge sharing and his ability to distill complex technologies into clear, easily understandable concepts has made him a nationally recognized speaker and author. He has led over 70 sessions at national and regional conferences and events. Brian’s writing on Microsoft data analytics includes 4 technical books across 11 editions for McGraw-Hill Professional. Brian is currently authoring a college-level data analytics textbook and interactive courseware for McGraw-Hill Education.
Kate Malmon is Senior Project Manager in the Project Management Office within the Strategy, Performance, and Projects Office in the Minnesota State Court Administrator’s Office. She started her career with the Minnesota Judicial Branch in 2014 as a business analyst in IT and became a project manager in 2016. Kate served as the oneCourtMN Hearings Initiative (OHI) Portfolio Manager and earned the State Court Administrator Award in 2024. The Digital Accessibility project is the project she’s currently managing. Some other projects she’s managed include the Records Management Project, Supervision Module Implementation for treatment courts, and the Improving Remote Hearings Project. Kate has a BA degree in Biomedical Science with a minor in Criminal Justice from St. Cloud State University.
Micah Mohler is a central Minnesota native who was introduced to fishing as soon as he could hold onto a fishing rod. His love for fishing continued to grow as he branched out to try to catch every species he could, which eventually led him to fly fishing. Micah found a true passion in fly fishing that was fed by numerous trips to the western United States to chase trout in mountain streams and then continued as he branched out further and started fishing the warm waters of the Caribbean in pursuit of several saltwater species. Throughout the years, Micah has added an accompanying hobby of tying his own flies for everything from Panfish to Barracuda. He shares his love of tying flies with others in various fly tying groups and gatherings. He can often be found at his fly tying vise when time allows or out on the water guiding fly fishermen and women for smallmouth on central Minnesota rivers through his guide service, 2 Rivers Fly Fishing. Micah is a 19-year veteran of the Minnesota Army National Guard and looks forward to retiring from the military in the coming years to pursue his guide business full-time.
Jodie Monette is the CJIS Systems Agency Information Security Officer (CSA ISO) for the Minnesota Department of Public Safety - Bureau of Criminal Apprehension. She applies three decades of public and private sector experience to ensure law enforcement officers and agencies state-wide have the information they need to do their jobs, protect themselves, and keep both data and infrastructure secure. Jodie previously served as information security officer for the Minnesota Judicial Branch, CISO for the Minnesota Department of Agriculture, and held key security positions for the state’s revenue and health departments. She progressively moved through engineering and IT security roles, including setup engineer, server engineer, network engineer, security engineer and security analyst to CISO. Jodie holds a master’s degree in management information systems with a concentration in cyber security and many certifications, including CISSP, CCSP, GISP, GMON, GPEN, GDSA, and GWEB.
Scott Nelson scott@claritycentral.net is a leadership coach, communications trainer and senior partner at Clarity Central. He is an instructor for the Executive Education programs at U of M Carlson School of Management, University of St. Thomas, and St. Cloud State University. Previously, he was a conflict resolution mediator at Mayo Clinic. Scott started his career as a sales manager while also training and speaking on the topic of influential communication. He is also a firefighter with Excelsior Fire District and a leadership development instructor for the Minnesota Board of Firefighter Training and Education. Scott’s experience involves several industries as well as many different organizational and personality types. He has worked with people of incredibly varied backgrounds including Maasai tribes in Tanzania, executives in corporations, and leaders in health care, non-profits, schools, local and federal government.
Jason Palm is a SecOps Specialist Engineer at Fortinet and a cybersecurity practitioner focused on helping organizations improve threat detection, response, and operational resilience. With experience in penetration testing, EDR, and security operations, he brings a practical, real-world perspective on how attacks unfold and how defenders can adapt.
Aitkin County Auditor, I have been with Aitkin County for many years. Serving as the Fiscal Supervisor for approximately 17 years. I have been in the Auditor's Office for 6 years after serving as City Administrator for a couple of years. I just finished my 1st quarter in my 2nd year as County Auditor.
Mary Sarracino began her career in public sector providing technical support with HCM applications. She has spent most of her career with HCM and focused on transforming how organizations manage their people and technology. As founder of The FASE Group and now a partner at Improv, Mary has led many HCM software evaluations, overseen implementations across the country, and advised some of the industry's leading software developers. As published HCM author, she has provided insight in all stages of the HR technology lifecycle.
Melissa has spent over 20 years with RTVision in a range of roles and now plays a key role in shaping the strategic direction of the company and its products. Melissa has a Bachelor of Arts in Finance and Marketing from the University of St. Thomas in Minnesota, as well as a Master of Business Administration (MBA) from the University of Chicago Booth School of Business in Illinois, with a focus on Strategy, Economics, Management, and Entrepreneurship. Outside of work, Melissa is the proud mother of two young boys (ages 3 and 5), who keep life busy, energetic, and full of adventure.

Her expertise spans data governance, payroll validation strategies, security and access design, and process automation within UKG Pro.
