UKG Consultant RFP
On behalf of multiple Minnesota government entities, Minnesota Counties Computer Cooperative (MnCCC) is seeking a qualified UKG Consultant to provide support and assistance to our User Group Members. This support may involve implementation or other Human Resources and Payroll activities within UKG. As a Joint Powers Organization, MnCCC collaborates closely with Minnesota counties. Our HR & Payroll User Group, formed under our contract with UKG, includes representatives from various Minnesota counties.
The primary goals of this RFP process are to identify a vendor partner who will:
- Provide quality support and consulting services that meet the diverse needs of the counties.
- Ensure compliance with legal requirements.
- Offer dedicated, ongoing, quality, and solution-oriented support.
We anticipate the selection of our consultation vendor(s) by May 30, 2025. A full schedule is available in the corresponding document.
All proposal submissions, questions and inquiries MUST include UKG Consultant RFP in the subject line of the email. Vendors should not use other forms of contact, including by phone, individual emails, or soliciting county staff directly. All formal communication from MnCCC will come via email.
Evaluation & Selection Process
An RFP Committee has been established to oversee this RFP and to answer questions, review proposals, evaluate vendors, and make a final vendor selection.
Key evaluation considerations for RFP Committee are:
- Vendor experience, longevity, and company stability
- Proof of past projects and positive reference feedback
- Proof of past or current engagement with public sector organizations and/or local government
- Certifications and proficiency in various UKG products, which may include:
- Full Suite Ready
- Full Suite Pro
- Telestaff
- Ability to integrate solutions with client's general ledger system
- Ability to assist with building custom reports
- Offer additional services, such as staff augmentation, change management, and user training
- Illustration of knowledge of and commitment to meet Minnesota requirements, especially regarding PERA, year-end processes, and other reporting requirements
- Proof of dedication to quality customer service
- Financial feasibility of the proposal
- Completed security review and assessment score (through Security Studio)
- Illustration of desire for a long-term commitment and partnership, along with commitment to addressing the requirements of this RFP
Once a contract is in place, the RFP Committee and MnCCC will continue to oversee the relationship with the successful vendor and serve as a clearinghouse for customization and support requests made by member users. The vendor is expected to honor requests put forth by the group by demonstrating a willingness to provide timely quotes, design and support feedback, and production and response timelines. The vendor will maintain a standard pricing structure which is available to participating members.
